Abstract
The Rio Card benefit, or "free pass" as it became known, follows the provisions of the Organic Law of the Municipality of Rio de Janeiro (Article 401), which defines the beneficiaries of free municipal public transportation as: individuals over 65 years of age; uniformed students from public schools in the 1st and 2nd grades on school days; and people with disabilities and chronic illnesses.
